California Gov. Arnold Schwarzenegger has signed an executive order mandating the state Air Resources Board (ARB) create a regulation by July 31, 2010, requiring one-third of all energy sold by utility companies in the state over the next decade come from renewable sources.
The order requires the ARB to work with the California Energy Commission and the Public Utilities Commission to ensure that such a regulation builds upon the RPS Program and regulates all California load serving entities, including investor-owned utilities, publicly-owned utilities, direct access providers and community choice aggregators. In addition, the ARB is directed to establish the highest priority for those resources that provide the greatest environmental benefits with the least environmental costs and impacts on public health, that can be developed most quickly, and that support reliable, efficient, cost-effective electricity system operations including resources and facilities located throughout the Western Interconnection.
